STDSTCHN - New Status LOV is NULL

Facing issue with Manual Status Change Input screen STDSTCHN , when needed to change account status mandatory filed New Status LOV is getting as NULL .


EXPECTED BEHAVIOR
-----------------------
LOV should not be null
