IC Accrual Issue : VD Balance Updated During EO But No Record In Ictb_maint_queue (Doc ID 2866260.1)

Symptoms

On : 14.5.0.0.0 version, Implementation Support

ACTUAL BEHAVIOR
---------------
IC accrual issue : VD balance updated during EOD but no record in ictb_maint_queue

During EOD VD balances are updated properly but no record in ictb_maint_queue.

Due to this IC calculation not happened with latest VD balance and accrual amount has mismatch.
 

EXPECTED BEHAVIOR
---------------------
Record should be present in ictb_maint_queue

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Execute EOD
2. Verify if VD bal is updated, and data is present in ictb_maint_queue table

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, there is a mismatch in accrual amount
