When attempting to save an bill contract
the following error occurs.
ERROR

BC-LI004 - FAILED to update table for Bill and Collections Contract Reference Number xx and Event Sequence Number xx for the event xxx
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select a bill contract to be booked.
2. Ensure mismatch in the bill contract while contract was put on hold.
3. Try to save the bill contract booking.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot book an bill contract and adjust the customer account.
