Dormant Accounts Are Not Display In Pay To Field For Open TD (Doc ID 2867519.1)

Symptoms

ACTUAL BEHAVIOR

Dormant Accounts are not display in Pay To field for Open TD

NIL dormant accounts are displayed under the dropdown list (LOV) for Pay To Account. The only active account is showing in Pay To field, however dormant accounts are displayed under the LOV for Pay From account. 

EXPECTED BEHAVIOR
-------------------------
When selecting Pay To account, dormant accounts should be displayed under the dropdown list (LOV).

STEPS
--------
The issue can be reproduced at will with the following steps:
1. Login to Corporate user
2. Go to Toggle menu > Accounts > Term Deposits > New Deposit
3. Select Holding Details > Primary Account Holder as Corporate
4. Select Product as Annual Interest Pay-out
5. Input Deposit amount, Tenure
6. Select Account
7. Select Maturity Instruction
8. Select Pay To account
