ACTUAL BEHAVIOR

User list drop down for approval details is empty on Administrator Workflow Management screen.
EXPECTED BEHAVIOR
-----------------------
Approval details drop down user list should not be empty.
STEPS
-----------------------
The issue can be reproduced with following steps:
1. Login via administrator.
2. Navigate to Approvals > Workflow Management > Administrative user
3. Click on Create. The drop down list for Approval Details is empty for User.
