Symptoms

ACTUAL BEHAVIOR
---------------
Along with INIT, REFA and REFP events get triggered in Islamic Import LC Drawing

EXPECTED BEHAVIOR
-----------------------
REFA and REFP events should not get triggered during booking of Import LC Drawing. 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Initiate the Import LC Drawing process in OBTFPM
2. Handoff to OBTF
3. Query the contract in OBTF
4. Verify the events triggered.
