ACTUAL BEHAVIOR

Unable to do OBDX 21.1 Innovation setup at offshore environment

EXPECTED BEHAVIOUR
------------------------------
Customer should be able to do the OBDX 21.1 Innovation setup

STEPS
------------------------------
The issue can be reproduced at will with the following steps:
1. Downlaod 21.1 innovation patchset - 21.1.0.0.0, 21.1.2.0.0
2. Run installer 21.1.0.0.0 and following 21.1.2.0.0
3. 21.1.2.0.0 Patchset run successfully but at background there is no DB scripts run by installer.

BUSINESS IMPACT

Customer is unable to do the setup at offshore.
