ACTUAL BEHAVIOR
---------------
on liquidation of BM98 filed 33B and 71F is missing in Swift

User is facing issue in bills module on liquidation, filed 33B and 77F is missing in Swift . Around 100 payments are stuck due to this issue.


In case user not inputting anything in charges then field 33B is not getting generated. 71F is related to benef charges same is maintained in settlement screen though same is not getting generated in system. 

Where BEN is selected and not populated in that case message is not ACK by system.
