New contract in PSDOT2CT screen with Charge Bearer DEBT display SYSERROR
  
Expected Behavior
-----------------------
New contract in PSDOT2CT screen with Charge Bearer as DEBT should be saved successfully

Simulation steps
-----------------------
The issue can be reproduced at will with the following steps:
1. Visit screen PSDOT2CT
2. Book a transaction with Charge Bearer as DEBT
3. Click on Save

Business Impact
---------------------------
Users cannot save new contract in PSDOT2CT screen

Changes

 Application changes released to address Array out of bound exception.
