Symptoms

ACTUAL BEHAVIOR
---------------
Guarantee issuance process, the branch code getting defaulted to CIF branch in scrutiny stage even though we selected different branch code in registration stage.

EXPECTED BEHAVIOR
-----------------------
branch code should retain the user choice.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Initiate Guarantee issuance process
2. Verify the branch code
3. Change it and verify whether the branch code is retained.
