PMXborderOutSIService ModifyXBorderSI request returns SYSERROR

Posting a PMXborderOutSIService ModifyXBorderSI in DEV environment but I am consistently getting an SYSERROR as response.

The issue can be reproduced at will with the following steps:
1. Post the PMXborderOutSIService ModifyXborderOutSI request from SOAP UI.
2. The API returns a SYSERROR response

Due to this issue, users cannot post the MXborderOutSIService ModifyXborderOutSI request from SOAP UI
