No products available in goal category maintenance create

EXPECTED BEHAVIOUR

Product should be available in Goal Category Maintenance screen

STEPS
------------------------------
The issue can be reproduced at will with the following steps:
Step 1: Login through admin user
Step 2: Search for goal category maintenance
Step 3: Click on create

Now on this screen under the heading product mapping, no products are being shown.
When we checked the response and back tracked it, we came to know that the response is a successful dummy response.
We want to know that:
Why is the dummy response getting loaded and what is the scenario to load proper response so dummy response is not getting loaded?
