Symptoms

When attempting to initiate bill, the equivalentAmount API fails,
following error occurs.

STEPS
---------------
1. Login to the application
2. Navigate to Trade Finance > Letter of Credit > Export Letter of Credit > Initiate Bills
3. Click Initiate Bill, fill the details, click submit
