Not Getting Correct Error Message On Creating Duplicate Workflow (Doc ID 2881034.1)

Symptoms

ACTUAL BEHAVIOR

WorkFlow Maintenance : Create : On creation of duplicate workflow, not getting informative error message

Error message dispalys : System cannot process the request currently, please try later

EXPECTED BEHAVIOUR
------------------------------
WorkFlow Maintenance : Create : On creation of duplicate workflow, should be getting informative error message w.r.t. workflow id already exists

STEPS
------------------------------
The issue can be reproduced at will with the following steps:
Step 1: Login through admin user
Step 2: search for workflow management
Step 3: Search for an an already created workflow and then click on create
Step 4: Again give the same Workflow ID as of a previously created one and click on submit
Step 5: Click on confirm now

Now here instead of showing an error for a duplicate ID creation, it shows "System cannot process the request currently, please try later"


BUSINESS IMPACT

End user is unable to understand with generic error message that he is trying to create workflow id which is already exists and he has to change workflow id in this case.
