Symptoms

ACTUAL BEHAVIOR
---------------
List of all users is displayed when "%%" is used in username field on User Management Screen.

EXPECTED BEHAVIOR
-----------------------
Only entering %% should not display list of users.

STEPS
-----------------------
The issue can be reproduced with following steps:
1. Login via Administrator. Navigate to Onboarding > User Management
2. Select user type. In username field enter %%. Click on Search.
