On : 14.2.0.0.0 version, Production Support-CET

When attempting to do manual payment ,
the following error occurs.

CL-STCH001 / IDX_CL_ACNT_EVNTS_LOG Unique Constraint Violated

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manual payment through CLDPYMNT
2. Authorize payment
3. System throws error

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot complete manual payment authorization.
