Symptoms

ACTUAL BEHAVIOR
---------------
Import LC Cancellation handoff to OBTF failed. After approval the task is coming back to handoff retry stage. 

EXPECTED BEHAVIOR
-----------------------
Import LC Cancellation handoff should be successful.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Initiate Import LC cancellation
2. complete all the stages
3. Handoff to OBTF
