On : 12.1 version, Implementation Support

ACTUAL BEHAVIOR
---------------
Record table CYTM_RATES and CYTB_RATES_HISTORY movement not proper.

1. In case user update on standard ccy with both USD and THB record move from CYTM_RATES to CYTB_RATES_HISTORY normally.
2. But in case user just update only one ccy THB and ccy USD user just unlock and save but after EOD it not move the record.
 
EXPECTED BEHAVIOR

Rates Data should be moved to history table.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot move the Rate data to history table.
