ACTUAL BEHAVIOR

NOK Payment under 20K GBP Equivalent has hit rate queue incorrectly
Fx txn limit is set as 20000 and incoming payment amount is 90000 NOK currency
here system should convert the 90000 amount into GBP and then it should validate against FXTXNLIMIT set but instead it is validating on transaction amount.
EXPECTED BEHAVIOR

STEPS

The issue can be reproduced at will with the following steps:
1. Maintain transaction limits in GBP CCY
2. Perform a transaction with different ccy with amount greater than what is defined
3. Verify if user is able to save ht
