'Third Party Applications' Screen Is Displayed as Blank

Symptoms
When attempting to open 'Third Party Applications' screen, it is displayed as blank and
the following errors are observed in the browser console.
ERROR

'oj3rdpartybundle.js:443 Uncaught TypeError: a is not a constructor'
'oj3rdpartybundle.js:443 Uncaught TypeError: Cannot read properties of undefined (reading 'module')'
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login with retail user
2. Open toggle menu and navigate to 'Account Settings > My Preference'
3. Click on 'Third Party Applications' link
4. Observe that the screen is displayed as blank
