Role Transaction Mapping : Checker Maker Functionality Not Working (Doc ID 2887993.1)

ACTUAL BEHAVIOR
-----------------------------
Role Transaction Mapping transaction is not going for approval.

EXPECTED BEHAVIOUR
------------------------------
Like the other transaction RTM should also go for approval if there is approval setup done

STEPS
------------------------------
The issue can be reproduced at will with the following steps:
Step 1: Login through admin maker and navigate to Role Transaction mapping
Step 2: Click on any of the hyperlink
Step 3: Click on the pencil icon on the right side to edit
Step 4: Click on next
Step 5: Click on submit
Step 6: The review screen will appear
Step 7: Click on Confirm

Confirm screen appears, now on this screen instead of showing a status of "completed", it should show "pending for approval".

Note - System rule for Admin Approval, Transaction Aspect(for Application Role Policy), Approval Rule setup(for All Admin Transaction) is already done.
