CSTB_RELATIONSHIP_LINKAGE should be populated when creating account for joint customer created through WS

STEPS

The issue can be reproduced at will with the following steps:
1. Create an account for joint customer through WS requested
2. Verify if CSTB_RELATIONSHIP_LINKAGE is populated correctly

The issue has the following business impact:
Due to this issue, users relationship linkage details are not not populated
