Current Date REST URL failing while loading payments screen
EXPECTED BEHAVIOUR

OBDX should be fetching current date from OBPM system.
STEPS
------------------------------
The issue can be reproduced at will with the following steps:
1. Login with retail user.
2. Go to any payment screen.
Since the current date URL is failing, 'System cannot process the request' error appears on screen.
