ACTUAL BEHAVIOR

Limit gets utilized for Bulk File upload, even though the File status is 'Error'

EXPECTED BEHAVIOR
-----------------------
For File Upload in error status, the Limits should not get utilized

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to admin, create new corporate user, provide Account Access, don't configure Approval Rule
2. Login with the created user, navigate to File Upload-->Upload a File
3. Upload a bulk file, the File will be in status 'Error' with error message as "Transaction cannot be initiated. Approval rule not set up"
4. Check the Limits
