On : 21.1.0.0.0 version, Implementation Support

ACTUAL BEHAVIOR
---------------
International Payments with RUB is not working

International Payments works for USD. ALl the maintainences are done in UBS.
But it is not working for RUB currency with error Failed to determine value date

EXPECTED BEHAVIOR
-----------------------
International Payments should work for all bank supported currencies.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open Transfer Adhoc Payee screen
2. Enter account details , amount and currency
3. click on Pay
