System Does Not Allow To Perform Any Transaction On Behalf Of Retail/corporate Users from User Helpdesk

User helpdesk>System does not allow to perform any transaction on behalf of Retail/corporate users
It is showing "No Account's available" error on screen.
Admin user should able to access "User helpdesk" dashboard.
The issue can be reproduced at will with the following steps:
1)Login with bank admin.
2)Go to below path.
System/ Bank Administrator Dashboard > Toggle Menu > Others > User Helpdesk
Bank Administrator Dashboard > Others > User Helpdesk
3)Enter user id for example corporate/retail user .
4)System displays the header with the user name on behalf of whom the session
is in progress.
5)Dashboard details are available.
6)system does not allow to create any transaction such as payment, new term
deposit, cheque book request etc.
7)Even account when open to view details account is not present but details are present on screen.
