Symptoms
When attempting iOS 19.1.0.10.1 workspace build,
the following error occurs.

Module compiled with swift 5.5.2 cannot be imported by the swift 5.5.1 compiler.
STEPS

The issue can be reproduced at will with the following steps:
1. Build the workspace in XCode.
