Symptoms
On : 14.5.0.0.0 version,
User is getting an error in CL payment (CLDPYMNT) in UAT while trying to liquidate a loan with a negative interest rate.

The issue can be reproduced at will with the following steps:
1. From CLDPYMNT, do a payment for a loan account which has negative interest.
2. Verify is payment is saved and authorized successfully
