ACTUAL BEHAVIOR
---------------
OBIC: TD rollover failing for some accounts in IC batch for second rollover

Some of the TD accounts rollover in batch is failing

1) normal TD which is for auto rollover for second time rollover
2) run the eod.

In the batch EOD is not able to rollover second time for same TD accounts

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, TD rollover failing for some accounts in IC batch for second rollover .

Changes

 Code handling done while deriving maximum version number from TDTB_EVENT_DET_HISTORY with no rows present for the account
