Symptoms

If Two-level authentication is enabled wherein the 2nd level is security question or soft token authentication, and security questions are not set or soft token application is not installed, then in
place of getting valid error message, we get the system cannot process the request currently.

System cannot process the request currently, please try later.



STEPS
---------
The issue can be reproduced at will with the following steps:
1. Login into OBDx
2. Navigate to payment and perform a txn for which 2FA is enabled.

The issue has the following business impact:
Due to this issue, Appropriate message is not displaying.
