Language dropdown not working

According to the document https://docs.oracle.com/cd/F56934_01/tech_docs-22.1.1/Oracle Banking Digital Experience User Interface Guide.pdf,
a new entry in digx_fw_locale table is inserted for Russian language. But still unable to find the Russian in Language dropdown.

EXPECTED BEHAVIOR

After inserting entry into digx_fw_locale table for new language it should be available in Language dropdown.

The issue can be reproduced at will with the following steps:
1. Inserting entry into digx_fw_locale table for new language
2. Check the Language dropdown at home page
