Debit Host Alerts for Internal Transfer are Not Working

Symptoms
When attempting to enable host alert(Internal Transfer Debit) from Admin Maintenence, Alerts are processed in OBDX, but not delivered to the customer's email/mobile.
Following traces are observed in the logs.

at com.ofss.extsystem.ubs.notification.mdb.NotificationMDB.onMessage(NotificationMDB.java:68)
at weblogic.ejb.container.internal.MDListener.execute(MDListener.java:438)
