Facility Utilization Mismatch v12 v/s v14 after MIG first EOD

EXPECTED BEHAVIOR

Facility Utilization should match between v12 and v14 after first EOD of migration

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Perform v12 to v14 migration
2. Execute EOD in v14 after migration
3. Compare the facility utilization between v12 and v14, and it should match.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot reconcile facility utilization between v12 and v14
