Duplicate SWIFT Payments Processed at the Same Time (Doc ID 2907870.1)

Goal

If two payments are uploaded exactly at the same time, then system was putting both messages in BO queue.
Currently system is leaving both of the messages with status Unprocessed in PMSINBRW.
