ACTUAL BEHAVIOR
---------------
OB BRANCH: The instruments transaction issue unable to do final submit when there is failure during initial submit atleast once.

EXPECTED BEHAVIOR
-----------------------
It should not have incorrect behavior.

STEPS

--------

1) Open BC issue by walkin screen and key in the instrument number wrongly.

2) OBPM will return error message that instrument number is wrong or already used or incorrect length

3) Now correct the instrument number and submit. transaction will be submitted succesfully and will be in sent back Q

4) Pick the transaction from sent back Q and submit. it will fail giving error RM-TX-PM-01: Transaction status is pending, waiting for the notification from payment system

As we see there are two records in the srv_tb_ad_obpay_txn_log one is with S and one is PENDING. so system is giving error . The expectation is the latest record should be checked for the status.

Due to this issue, users are unable to do final submit

Changes

Added a code to find the txn_status as success incase of more then one entry for a txn_ref_no in SRV_TB_AD_OBPAY_TXN_LOG
