ICDLIQAC: utilization update is failing for online liquidation at elcm

We are doing online liquidation for the casa account. but the utilization is failing at ELCM side.


EXPECTED BEHAVIOR
-----------------------
It should not have incorrect behavior.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Pick any OD account which has accrual
2) Do ICDLIQAC and authorize.
3) The utilization update is failing

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, utilization update is failing for online liquidation at elcm

Changes

 Fix provided to increase the length of the eltb_gateway_dedupe column msgid.
