When attempting to amend rate in book transfer transaction, the following error occurs.

The issue can be reproduced at will with the following steps:
1. Create Book transfer contract
2. Next day try to amend the rate and check error PM-VD-05 shown.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot amend rate in next day of book transfer contract creation.

Changes

 Application changes to rearrive activation date, so that amendment on back dated book transfer contract can be allowed.
