Patch set : 14.6.0.1.0 , Maintenance line
OBCL - Product Parameter maintained (OLDPRMNT) not reflecting at contract level (OLDTRONL)

ACTUAL BEHAVIOR
---------------------------
While processing a OBCL contract (LCDTRONL) , the value for the field Rollover is been Allowed default as "Yes" even though at respective product (OLDPRMNT) it is defined as "No".
Due to this for every contract user is updating it to "No" manually. User is also facing the error as OL-EXMT006 - "External system has not responded in a timely fashion. Please contact system Administrator." in the OLDTRONL screen.

EXPECTED BEHAVIOR
-----------------------
The Product Parameter maintained (OLDPRMNT) should reflect at the contract level (OLDTRONL).

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, product parameter not reflecting at OLDTRONL .

Changes

 Changed the logic in olpks_oldtronl_utils.

Rollover Allowed preference at OL Contract is defaulted based on the
"Preference --> Rollover Details --> Rollover" at the product level provided
"Preference --> Others --> Allow Rollover" for the product is set to Y.

If "Preference --> Others --> Allow Rollover", for the product is set to N,
system does not consider the "Preference --> Rollover Details --> Rollover"
set at the product for defaulting at the contract, it would be set to No.
