ACTUAL BEHAVIOR

System does not default payment instruction during creation of MBCC sweep structure when header account/Child account is a MBCC account.

EXPECTED BEHAVIOR

System should default the payment instruction details during MBCC sweep structure creation

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBLM, create a new MBCC structure by keeping the MBCC account as header/child account
2. Check if payment instruction details are defaulted while creation of structure.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create MBCC Sweep Structure.
