CL - Records are Unauthorized On Daily Log, though the loan account is authorized (Doc ID 2910223.1)

Symptoms

On : 14.1.0.0.0 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
System has few CL record unauthorized on daily log

There are transaction still have record unauthorized on daily log after we have done to authorization on the screen with successfully such as Loan Disbursement, Manual Payment, or Reverse,….

EXPECTED BEHAVIOR
-----------------------
When the record is authorized from the screen, corresponding accounting entries should also be authorized

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Launch CLDACCNT screen
2. Create a loan account using disbursement mode as manual product code
3. Save and authorize the details successfully in CLDACCNT screen
4. From CLDMNDSB, do a manual disbursement using non auto auth user.
5. Authorize the disbursement record
6. Check DSBR event which got triggered after successful creation, is authorized both at CL module level and in accounting level in actb_daily_log

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, entries remain as unauthorized in actb_daily_log, and the balance remains in unauth credit balance in customer account
