Symptoms

ACTUAL BEHAVIOR
---------------
CRG for credit reporting

For 1099 c accounts we should report the accounts as a zero deficiency balance

EXPECTED BEHAVIOR
-----------------------
System should report past due and current balance as 0 for the accounts 1099C reported

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Select an active account

2. Mark the account reported as 1099C reporting

3. Run the metro-2 process 

4. Verify the Past due and Current balance in the file

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Incorrect Past due and Current balance reported to Metro-2
