ACTUAL BEHAVIOR

When allocation rules created with same priority are approved together, Only one rule is created.
EXPECTED BEHAVIOR
---------------
When allocation rules created with same priority are approved, both rules should be created.
STEPS
---------------
Issue can be reproduced with following steps
1. Login via maker. Navigate to Reconciliation > Create Reconciliation Rule
2. Create two rules with priority 1.
3. Login via checker. Approve both rules individually or simultaneously.
4. Login via maker. Navigate to Reconciliation > View/Edit Reconciliation Rule->Note only one rule is created.
