OBDX Structure Creation is failing post PFIX 25

With the latest version of oblm-structure-services-7.5.12.war , Customer were able to simulate the error

There is a new validation added in validateStructure method which checks for makerId and when it is null sets same error code in response- LMA-STR-025 which is used for structure status null check also.

OBDX LM Structure creation should be successful

The issue can be reproduced at will with the following steps:
1. Create a LM Structure
2. Verify whether the structure creation is successful
