ACTUAL BEHAVIOR

Sweeps with status showing S. But, no sweep executed.

Sweeps with status showing S the sweep should be executed.

The issue can be reproduced at will with the following steps:
1. As part of Sweep Monitoring, Download the Sweep Report
2. Verify the Sweep status.
