DEService: DE service the external_ref/user_ref no field is not accepting more than 16 digits length

ACTUAL BEHAVIOR
---------------------------
In DE service , the external_ref/user_ref no field is not accepting more than 16 digits length as the external reference number . The DE service for wallet txns where the external reference number is more than 16 digits .
As these are GL to GL txns , the only option is to use the DEService.

EXPECTED BEHAVIOR
-----------------------
User needs the length of the external_ref_no/user_ref_no field to be increased.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot give the input with more than 16 digits as the external reference number .

Changes

 Table structure has been modified to alter the column data type as VARCHAR2(35) so that more than 16 characters are allowed for the field user_ref_no, for the DE webservice request.
