ACTUAL BEHAVIOR
---------------
RTGS: charge for prefunded payments not picking

in continuation of 34578492 , after deploying the fix, its working fine for instrument txns but not working for RTGS txns.

EXPECTED BEHAVIOR
-----------------------
System should working for RTGS txns.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) We defined charge for source CCTO and network code CBMnet2.
2) Source level prefunded pricing is enabled as shown in screenshot.
3) When we post txn, system is not picking the charge.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, System not working for RTGS txns.

Changes

 In genericWires, prefunded tag has been set in priceRequest
