When Admin Checker user attempts to approve Role Transaction Mapping(RTM) transaction, following error occurs.
1. System cannot process the request currently. Please try later.
2. Persistence exception occurred.
The issue can be reproduced at will with the following steps:
1. Login to the application with admin maker user
2. Initiate RTM transaction
3. Login with admin checker and approve the above transaction
