Approval Not Working When The Approver Doesn't Map with primary party id of Maker's User.
While approving a transaction from a corporate checker user, the system throws an error "User does not have access to perform this action" when under a GCIF the approver does not map with the party id, which is the primary party id mapped to the maker. Also, Appropriate financial rules for the initiator and approver are present in the system.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into obdx by corp maker user
2. Perform a financial transaction of a party id with multiple parties.
3. Under a GCIF the approver does not map with the Maker primary party id
4. while approving the transaction by corporate checker user system will throw above-mentioned error
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, the approver cannot approve a transaction if maker is mapped with primary party id but the same is not mapped with the approver.

No changes done to hardware/product or environment cause this issue.
