OBO - OBPY Party Amend Request Issue
We received a obpy-retail-amendment-processflow_PAMD.jso as a hotfix ,However after deploying the json and testing, we are still getting the JSONObject ['Owners'] is not a JSONObject when we submit the amend request, and it goes to manual retry.

'JSONObject ['Owners'] is not a JSONObject'.

The issue can be reproduced at will with the following steps:
1. Make any changes for an existing customer in saving account or Loan Origination Process in OBO, it generates an amendment request.
2. Follow up this amend process and arrive at approval stage
3. When submitted from Approval stage, all the amend requests fail with 'JSONObject ['Owners'] is not a JSONObject'.
4. Same error re-appears even if we submit from manual retry.

The issue has the following business impact:
Due to this issue, users cannot amend and submit OBPY Party Request
