OBLM EOD get stuck without any error.

OBLM EOD should not get stuck without any error.

STEPS

The issue can be reproduced at will with the following steps:
1. Run OBLM EOD in parallell
2. Verify the EOD process.


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot complete the EOD process.
